Abstract / Full text

Der aus Leipzig stammende Historiker und Politikwissenschaftler Sigmund Neumann musste 1933 wegen seiner jüdischen Herkunft in die USA emigrieren. 1942 veröffentlichte er dort sein Bahn brechendes Werk „Permanent Revolution“. 20 Jahre später wollte er – bereits schwer krank – für die Neuauflage eine Einleitung und drei ergänzende Kapitel schreiben. Nach Neumanns Tod am 22. Oktober 1962 schrieb Hans Kohn für die 2. Auflage von „Permanent Revolution“ eine eigene Einleitung. In dem hier veröffentlichten Beitrag werden Neumanns Ergänzungen, soweit er sie noch abschließen konnte, vorgestellt. In seinen Texten warnt Neumann vor raschen Generalisierungen als Grundlage für eine Totalitarismustheorie mit umfassendem Erklärungsanspruch. Vielmehr plädiert er für ein hohes Maß an Differenzierung sowohl der totalitären wie der autoritären Diktaturen. Dies gelte sowohl für den Vergleich zwischen verschiedenen Diktaturen als auch für die Transformationen innerhalb einer Diktatur über die Zeit hin weg.

“Solidarnosc” has become the primary symbol of hope as well as that of the love of freedom in Poland. Historical myths of national conservative provenance are increasingly overpowering the experiences of 1980/1981 and the political and cultural impulses that were unleashed in Poland at that time. The following questions will be addressed in the article: To what revolutionary history does Solidarnosc have a connection? What is the importance of this revolutionary movement not only for Poland but also for the Soviet Union’s other satellite states? What significance did the Helsinki Accords and West Germany’s “Ostpolitik” possess in Poland’s democratization?

How do people become either criminals, victims, accomplices or opponents? Until the 1980s people concluded that criminals were as monstrous as the crime they committed. They designed criminal profiles – cruel people who are evil by nature and gain gratification from the suffering of their victims. As the counterpoint, people created the easily seducible citizen, who could be quietly led astray by a demonic clique and whose good faith could be exploited. Between the 1960s and the 1990s, social psychologists and historians discovered that “completely normal people,” who were, in part, loving fathers and husbands, could behave like beasts under real (for example as a camp guard) or experimental conditions. Here, as in other cases, the situation activated impulses that caused each person to take on a certain role. Not only “perpetrators,” but also “helpers” were rewarded for their behaviour in certain situations. In view of such findings, one should abandon certain ideological components of human behaviour and formulate Anthropology that takes into account human motivation and behavioural dispositions.

Seit dem Ende des Ersten Weltkrieges ist das Verhältnis zwischen den Vereinigten Staaten und Deutschland durch einen einseitigen Kultur- und Politiktransfer bestimmt. Zweimal suchten die USA den demokratischen Verfassungsstaat in Deutschland zu implementieren, das zweite Mal erfolgreich. Dabei verfuhren sie im Blick auf die in Europa verankerten Traditionen oft relativ sorglos. Der amerikanische Anspruch, die Welt zu demokratisieren, wird immer wieder konterkariert durch die Verhältnisse in den USA selbst und durch das außenpolitische Agieren der USA. Es ist oft diese Glaubwürdigkeitslücke, die das an sich positive Anliegen ins Zwielicht rückt und die amerikanische „Mission“ behindert.

Abstract / Full text

Die große "historische Meistererzählung" des "Projektes Amerika" handelt von dem prinzipiell unabgeschlossenen Prozess, für alle Menschen ein hohes Maß an Freiheit erlangen zu wollen. Auch George W. Bush steht, wie seine republikanischen und demokratischen Vorgänger, in dieser zivilreligiösen Tradition. Sie wird auch nicht dadurch entzaubert, dass die USA ihre eigenen Ideale häufig mit Füssen traten. Dabei darf es nur nicht bleiben. Mit ihrem missionarischen Freiheitskonzept stoßen die Amerikaner in anderen Teilen der Welt auf Unverständnis - auch in Europa. Das Streben nach Sicherheit und Gleichheit unter dem Schutz eines starken Staates hat hierzulande einen höheren Stellenwert als die Risiken der Freiheit in Selbstverantwortung. Jüngste Debatten deuten allerdings auf ein Umdenken hin.
