The following contribution focusses on the directors and managements of big chemical plants in the 1960s, as they belonged to the economic and functional elites of the GDR. Starting out from the significance of the region’s chemical industry, their leading cadres are group-specifically located, their integration into the system of planned economy is characterized, and their tasks in the context of the SED’s housing policy are described. In the 1950s and 1960s, in the GDR the building of new flats was exclusively considered a tool for the promotion of economy, which is demonstrated by the example of the District of Halle. In this context, the plant directors were important actors in the struggle for the scarce commodity of housing space, as they represented the interests of their plants and employees. Their behaviour and negotiation strategies are in the focus of the study.

Der Beitrag nimmt die oft verwirrende Vielfalt der Etiketten, die unangepasstem bis widerständigem politischen Verhalten in beiden Regimes aufgeklebt werden, zum Anlass für grundsätzliche Reflexionen. In Anlehnung an Ian Kershaw plädiert er für eine Dreiteilung in der Form konzentrischer Kreise. Im äußersten Kreis siedelt er alle Phänomene der mehr oder weniger passiven oder reaktiven Verweigerung bzw. Resistenz an. Im mittleren Kreis befindet sich eine Opposition, die "das Regime aufgrund eines ideologisch-politischen Dissenses teilweise, in der Hoffnung auf seine Reform, ablehnt". Im Zentrum stehen politische Verhaltensweisen, die aktiv und politisch bewusst auf den Sturz des Regimes zielen.

This article takes the often bewildering variety of labels, which in both regimes got pinned onto nonconformist and disobedient political behavior, as an occasion for fundamental reflection. Following Ian Kershaw, the author speaks up for a distinction in the form of three concentric circles. In the outermost circle he places all phenomena of a more or less passive or reactive refusal or resistance. The middle circle holds an opposition, that “partially rejects the regime because of an ideological-political disagreement and partly hopes to reform it within.” Political behavior that aims actively and consciously at the overthrow of the regime, fill the inner circle.
