In his function as Amtshauptmann ( District Head ) of Annaberg (1928–1945), Freiherr Adolf von Wirsing belonged to that elite of public officials who are considered the representatives of authoritarian, traditional national thinking. However, in both German dictatorships he also appeared as a stubborn character who dared open criticism. Nevertheless, during the NS period Wirsing was a loyal public servant. In the GDR, however, he risked opposition. Several institutions were involved in the respective issues connected to Wirsing, State Security among them.

Die 1989/90 in der DDR gegründeten Runden Tische verstanden sich nicht als demokratische Einrichtungen, sondern als dringend erforderliche Instrumente der Krisenbewältigung und der Demokratisierung. In dem folgenden Beitrag wird nach den Anteilen der Runden Tische der Bezirke am Demokratisierungsprozess gefragt. Dabei geht es vor dem Hintergrund gemeinsamer und unterschiedlicher Merkmale vor allem um die jeweiligen Ziele, Vorgehensweisen und Chancen für eine erfolgreiche Tätigkeit der 15 Gremien sowie um die Modalitäten der Zusammenarbeit mit den staatlichen Bezirksinstitutionen.

The Round Tables founded in the GDR in 1989/90 did not understand themselves as democratic institutions but as urgently necessary tools for coping with the crisis and for democratization. The following contribution asks about in which way the Round Tables of the districts contributed to the democratization process. In this context, against the background of common and different features it is most of all about the respective goals, ways of proceeding and opportunities of a successful activity of the 15 bodies as well as about the modes of cooperation with the state’s district institutions.
